If the mouse shadow disappears, open the Run dialog (Win + R) and type SystemPropertiesPerformance.exe, then press enter.Click on the Pointers tab, then in the Customize box click on the mouse cursor you want to change.You can access it by going to Settings > Devices > Mouse > Related settings Go to C:\Windows\Cursors and drop the folder there.Done! The theme has a few coloured variants, so choose whichever one you like the most.Open WindowBlinds and select the theme, then click Apply style to desktop.Purchase WindowBlinds, or obtain it through less than legal means.Some files were provided by u/Star720, so many thanks to that fellow. IMPORTANT: Remember to create a system restore point before doing anything in case something goes wrong. This is only for Windows 10 (and might work for Windows 8/8.1 I guess), some of this doesn't work on Windows 11, such as the taskbar modifications. There are some things missing from that video, though. I made this for people who generally prefer written guides, but you can also follow this video, which compiles everything into one zip (including WindowBlinds).
